The last move of the Sanhedrin in the Talmud's list of its wanderings (Rosh Hashanah 31b) took it from Tzippori to Tiberias on the Sea of Galilee, in the generation after Rabbi Yehudah HaNasi. Tiberias became the leading center of Torah in the land: the academy of Rabbi Yochanan there shaped the Jerusalem Talmud, completed around 400.

The patriarchs of the house of Hillel led the Jews of the Roman Empire from Tiberias until the office came to an end in 425. Centuries later its scholars, the Masoretes, fixed the vowels and accents of the Hebrew Bible; the Aleppo Codex was written there.
